David Fitzhugh is the acting City Manager appointed by the City Council on February 3, 2014.  Mr. Fitzhugh has more than 26 years of local government experience in the states of Arizona, Washington and Oregon. He has been the Assistant City Manager since August 2002 and the Development Services Director/City Engineer for the City from January 2001 until his appointment as the Assistant City Manager.  Prior to working for Avondale he held management and civil engineering positions with the cities of Peoria and Goodyear in Arizona, Island County in Washington and for the City of Eugene in Oregon.  

Mr. Fitzhugh has a Bachelor’s of Science degree in civil engineering from Oregon Institute of Technology and is a licensed professional engineer in the state of Arizona.  He received the Credentialed Manager designation from the International City/County Management Association in 2012 demonstrating his significant experience as a senior management executive in local government and his commitment to high standards of integrity.

 
Mr. Fitzhugh is a member of ICMA, the Arizona City/County Managers Association, Chair of the Maricopa County Association of Governments Transportation Review Committee, past board member of the Public Safety Regional Wireless Cooperative, the American Society of Civil Engineers and Engineers without Borders.

Description of Responsibilities
The City Manager is the Chief Executive Officer of the City, and is responsible for the administration of the City in accordance with the City Council policy and Charter requirements. The City Manager oversees the day-to-day operations of the City's 13 departments, as well as directly supervising Fire, Police, Community Relations, Finance & Budget, Information Technology, Public Works, and Human Resources.

The City Manager submits the City budget to Council each fiscal year and advises Council of future financial needs of the City. The City Manager is also responsible to appoint and remove all officers and employees of the City, subject to Civil Service provisions and the City Charter.
